Office of the Permanent Secretary
The Department is responsible for directing and coordinating the execution of portfolio functions and advise the Minister with respect to the activities, projects and programmes in the Ministry. It also ensures the implementation of policies and supervising the functional heads who are responsible for executing the technical aspects of the Ministry’s functions. The office is responsible and accountable for the proper financial management and expenditure of public monies appropriated to the Ministry as well as accounting and managing human resources in the Ministry.
In addition, the office will ensure that there are effective linkages among and within the departments, which will strengthen internal systems, improve co-ordination and communication for effective performance of the Ministry. The office will also ensure that there are effective management control mechanisms such as quarterly and monthly meetings on the performance of the Ministry and activities carried out and what is planned for the future.
The Office of the Permanent Secretary as a Controlling Officer, therefore, has the overall responsibility of institutionalizing Strategic Management in the Ministry of Housing and Infrastructure Development.
