Department of Public Infrastructure

The Department is responsible for facilitating the design and construction of public infrastructure except roads, in order to ensure adherence to set standards and contribute to social economic development. This department performs the following specific functions:

  • Formulate and review policies,standards,guidelines and legislation on construction of public buildings
  • Provide architectural, engineering and quantity surveying consultancy services to Government Ministries and Agencies
  • Prepare technical documents for the construction of Government buildings
  • Superintend over the designing, procuring and construction of all the Public Infrastructure in order to improve Planning, Coordination, Standardisation, Quality and Efficiency in the delivery of Infrastructure in the Country
  • Supervise contractors and consultants undertaking construction of public infrastructure in order to ensure adherence to standards and contract conditions

The department comprises of Three (3) units,  two (2) sections and Provincial and District offices as follows: –

  • Administration Unit
  • Architectural Unit
  • Dredging Unit
  • Quantity Survey Section
  • Engineering Section
  • Provincial Buildings Office
  • District Buildings Office

 Administration Unit

This Unit is responsible for providing human resource, financial and administrative support services to the department.

 Architectural Unit

The Unit is responsible for undertaking the preparation of architectural designs and working drawings, supervise, administer and manage contracts for the construction of Government buildings in order to provide quality offices, housing units and other institutional facilities. The Architectural Unit performs the following specific functions: –

  • Preparation of architectural designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements
  • Production of working drawings in order to facilitate tender documentation and construction
  • Supervise the construction of Government buildings in order to ensure adherence to set standards and safety
  • Administering and management of construction contracts in order to ensure adherence to contractual obligations

Dredging Unit

The unit is responsible for the following:

  • Maintainance of habours and canals 

 Quantity Surveying Section

This section is responsible for the preparation of Bills of Quantities, forms for tender, estimates of cost, schedules of works and administration of contracts in order to control costs and facilitate the construction of Government buildings. The main functions of the section are to: –

  • Prepare estimates in order to determine the approximate cost of a given project
  • Prepare Bills of Quantities and forms of tender in order to quantify construction works and facilitate tendering
  • Administer building contracts in order to control costs, resolve disputes and ensure successful completion of projects

 Engineering Section

The Section is responsible for providing electrical, structural, water and drainage engineering services in order to provide quality Public Infrastructure and housing units.

The Section perform the following specific functions: –

  • Preparation of Electrical, structural, water, drainage drawings and engineering designs in order to meet client requirements and ensure adherence to standards, specifications, statutory and design requirements
  • Preparation of engineering drawings in order to facilitate tender documentation and construction
  • Supervising the construction of Public Infrastructure in order to ensure adherence to set quality and safety standards
  • Manage construction contracts in order to ensure adherence to contractual obligations

Provincial Infrastructure Office

The office is responsible for ensuring the implementation of Central Government programs relating to construction of Public Infrastructure at Provincial as well as District level. The Provincial Office provides technical guidance and backstopping to the district in the construction of  Public Infrastructure and supervision of construction works.

District Infrastructure Office

The office is responsible for monitoring and supervising the construction and maintenance of  Public Infrastructure at District level. However, the structure for the District Infrastructure Office is provisional as it is envisaged that the entire structure will be devolved to the Councils in line with the Decentralization Policy.
